Joy expressed frustration over the reversal of her efforts over the past 15 years. Discussing the quota movement, he mentioned the surprise it caused. Joy also supported the idea of an interim government running the country for 12 to 18 months, citing current lawlessness. He acknowledged mistakes during the crackdown but attributed at least half the killings to terrorists backed by foreign intelligence.
