The government has issued the “July Uprising Martyrs' Families and Fighters’ Welfare and Rehabilitation Ordinance, 2025.” This ordinance formally recognizes those killed and injured during the July Uprising as “July Martyrs” and “July Fighters,” respectively. The injured have been classified into three categories based on the severity of their condition. Issued on Tuesday, June 17, the ordinance outlines various forms of welfare and support for the victims and their families.
A key provision of the ordinance addresses the prevention of fraud. It states that anyone who falsely claims to be a family member of a July Martyr or an injured July Fighter—by knowingly providing false or misleading information, concealing facts, or submitting forged documents—in order to receive financial, medical, or rehabilitation benefits, will be considered to have committed a criminal offense. Such individuals may face up to two years of imprisonment, a fine of BDT 200,000, or a penalty amounting to twice the value of the benefits they received.
The ordinance also details several rehabilitation initiatives aimed at supporting affected individuals. These include providing education and employment opportunities, offering training programs based on skill and experience to help generate income, ensuring job placement according to qualifications, extending soft loans or similar support to promote self-employment, and delivering necessary medical assistance. Overall, the ordinance is intended to ensure the long-term welfare, dignity, and reintegration of the victims and families affected by the July Uprising.
