Beijing announced in August that it would introduce a new X visa category aimed at young science and technology professionals. Taking effect on October 1, the visa offers longer stays, multiple entries, and a simplified application process compared with existing ordinary visas.

The X visa allows holders to participate in exchanges in education, culture, commerce, and technology, as well as engage in international and collaborative activities. Applicants must meet age, education, and professional experience requirements set by Chinese authorities. However, they do not need a domestic employer or individual sponsor. Supporting documents must be submitted with the application. Beijing stated that the initiative is intended to further implement China’s innovation-driven development strategy and attract global talent.

China has also been expanding its visa-free programs and international exchanges. In 2023, 35.5 million trips were made in and out of China, up 191.2 percent year on year. While no fixed application fee has been set, the X visa is targeted at young foreign talent, marking a time when U.S. H-1B visa fees have risen sharply.
