Japan's Muslim population, which has been steadily growing, is encountering significant challenges when it comes to burial practices due to the country's cremation-centric customs. Over 99.9% of Japanese cemeteries are dedicated solely to cremations, a practice that directly conflicts with Islamic beliefs, which prohibit cremation. As a result, Muslims in Japan are finding it increasingly difficult to locate suitable burial sites. In response, some local governments have started considering the possibility of allocating specific areas for Muslim cemeteries, but others remain opposed to this idea.

One notable figure, Miyagi Governor Yoshihiro Murai, has recognized the pressing need for new cemetery spaces, particularly after an agreement was made with Indonesia to bring more workers to the region. However, a proposed Muslim cemetery in Hiji town was ultimately canceled when a newly elected mayor raised objections, citing public health concerns. Despite Japanese law not explicitly banning ground burials, local governments hold the power to make decisions about the establishment of cemeteries.

As of 2024, Japan’s Muslim population was estimated to be around 350,000, which underscores the growing urgency for solutions to this burial dilemma.
