According to sources, the National Implementation Committee on Administrative Reorganization (NICAR) is expected to meet next month, where a final decision will be made. Sources said the NICAR meeting may take place in the first week of October after the Chief Advisor returns from the UN General Assembly. Earlier, during a pre-NICAR meeting held on September 8 under the chairmanship of Cabinet Secretary Abdur Rashid, a preliminary decision was made to form the two new divisions and two new upazilas named after Faridpur and Comilla. The Public Administration Reforms Commission has proposed that Faridpur division include Faridpur, Madaripur, Rajbari, Gopalganj, and Shariatpur districts, while Comilla division would consist of Brahmanbaria, Comilla, Chandpur, Feni, Lakshmipur, and Noakhali districts. Currently, Bangladesh has eight administrative divisions: Dhaka, Chittagong, Rajshahi, Khulna, Barisal, Sylhet, Rangpur, and Mymensingh. Mymensingh was upgraded to a division in 2015. In addition, the government has decided to create two new upazilas by splitting Muradnagar in Comilla and Fatikchhari in Chittagong. The Cabinet Division has finalized a draft proposal to establish ‘Bangra Upazila’ from 10 unions under Bangra Thana in Muradnagar Upazila, and ‘Fatikchhari Uttar Upazila’ from Fatikchhari. Currently, Muradnagar Upazila consists of 22 unions. It is notable that during the NICAR meeting on November 27, 2022, chaired by then Prime Minister Sheikh Hasina, proposals were made to create a ‘Padma Division’ from parts of Greater Faridpur and a ‘Meghna Division’ from Comilla and surrounding districts. However, these proposals were not approved at the time. According to sources in the Cabinet Division, the proposals were previously put on hold due to concerns about an economic crisis. Even now, there is ongoing discussion and criticism regarding the necessity of forming new divisions. A former secretary, who wished to remain anonymous, said that creating these divisions would lead to the addition of bureaucratic posts and increased public expenditure, while local politicians might benefit through new projects in the name of establishing cities. He added that the Cabinet Division can already hold online meetings with the deputy commissioners of all 64 districts on short notice and conduct video conferences.
